Abstract
This article deals with the principles of foreign policy governance within the framework of the Supreme Leader’s Qur'anic thought. The main goal of the research is to extract and explain the principles of foreign policy governance from his interpretation of Sūrat al-Mumtaḥanah. To this end, the method of content analysis has been utilized. In this method, basic themes related to the principles of foreign policy governance were extracted from the statements of the leader and the text of the interpretation and categorized into organizing and comprehensive themes. The findings of the research indicate that these principles in the Supreme Leader’s Qur'anic thought are a reflection of three major principles: 1. Dignity and nobility in international relations; 2. Wise and justice-oriented interaction; and 3. Reliance on and seeking help from God in foreign policy. These principles provide a comprehensive and strategic framework for regulating foreign policy that includes demarcation with the arrogant power (istikbār) and preserving Islamic dignity, unity of the Ummah (religious solidarity and negation of nationalism), wisdom (rational and justice-oriented interaction), expediency (balance of principlism and realism), wise jihad (fighting oppression and defending the oppressed), and reliance on and seeking help from God in foreign relations. The findings of this research are concordant with the three principles of foreign policy: “dignity,” “wisdom,” and “expediency”. In conclusion, operational strategies derived from these principles are also pointed out.
