Based on the idea of the inclusion and presence of jurisprudence and Shari'a in all areas of human life, rich resources are necessary to respond to the increasing needs of man. Undoubtedly, the consequence of being immersed in the verses of the Qur'an and meticulously exploring is the modern approaches in accordance with the latest findings of the human sciences, and the expedience of the Qur'an being extra-temporal and extra-spatial is its responsiveness to the emerging (mustaḥdatha) issues. Among the emerging vital issues are matters related to government and society. Considering the shortcomings in elucidating this important matter, this article seeks to describe, by descriptive-analytical method and through the noble verse of the Shūrā, the process and cycle of the power transfer and the generating rulings on emerging issues in the field of the interests of society. The outcome of the research is that by considering the arguments of the Shūrā, the obligatory necessity of establishing a council (shūra) is stronger and the status of the republic government (jumhuriyyat) can be deduced from it. It was also found that the revision and presentation of a different interpretation of the verse of the Shūrā shows that the Holy Qur'an has not left anything unattended in solving emerging issues and has stated the channel through which programs and laws should be regulated and legislated.
