The quiddity of Divine Will (irāda) has always preoccupied the minds of Muslim thinkers and there have been various theological and philosophical discussions about it. This article aims to understand the meaning of the word "Will" which is attributed to God in the Qur'an. This research is intended to obtain a more precise meaning of this concept by a semantic examination of the derivative meanings of this term in the Qur'an. The results show that the semantic contents of "Will" include: wanting, action and movement, passing of time, decreeing what should be, possibility, volition and choice, repetition and persistence, and designation to action. Examining the functions of "Divine Will" in the Qur'an shows that the Divine Will means "provision of the preliminaries" for an event to occur, and this process functions through means and causes, rather than in a sudden and immediate way.
